Cannot run Windows Update
My brother has a Windows 98 SE computer. It had been in storage for the past year. He just set it up and I configured it for internet access using Verizon DSL.
Since it had been in storage I decided to run Windows Update.
It keeps coming back with a message saying that you must be an administrator to install any updates.
This computer has never been on a network or a member of any domain. As a matter of fact it did not have a network card in it until I installed one so that he could access his DSL router.
Any suggestions will be greatly appreciated.

Well here is an update to this situation.
My brother stated that his computer automatically launched windows update and was able to install all the fixes.
Strange that it would be able to do this automatically but not when it was run manually.
I know that he did not make any kind of changes since he is about as computer literate as a rock.
I really appreciate the answers that were provided. I will file these away for future reference.

Tell him to open "Scehduled Tasks" from the Start Menu > Programs > Accessories > System Tools and see if there is a timed setting to run Windows Update. If so, perhaps altering the settings or temporarily disabling it may allow the Manual update.
Who knows, but I receive this message with the "NoWindowsUpdate" registry entry set to "1":

That seems to fit, and I see that Microsoft also suggest that you look in the registry for that same setting:
