Restricting internet access for users in Windows 2000 Server Domain enviroment

What is the  best and cheapest way to restrict an access to the Internet based on the username in the network with Windows 2000 server domain contoller?
Please answer me asap

You need a proxy server to do that. ISa 2000 or 2004 would do the trick.

You can achieve that (restricting internet access) in many ways (IP filtering in router or server etc), but to do it neatly and properly, you definitely need a Proxy server.

Cheap? Then you really need to study and compare yourself. You can even google for any "free proxy software". ISA2000 or 2004 isaman07 said is a good suggestion.

I am looking to restrict use of internet for some users. i need to allow them visit certain websites which the require to conduct bussiness. but, some of the users must have full internet access.

It is only 8 workstation office, is there any software you know except ISA? ISA seems to be very expensive.
