ORA01031 - Insufficient Priviledge message during startup nomount on windows 2000

I have connected to Oracle 8.1.7 on Window 2000 server SP4,  used the following to connect

set ORACLE_SID=<SID1> for example
connect internal@<SID1>
password entered <CR>
system says Connected;

Then enter


When above entered the ORA01031 message appears.

I am using MS Terminal services to connect to Remote server to carry out the work

Grateful for any help on this one,  I suspect the fault may be caused by a issue with TS.
