advice on active directory on 2 sites

I need help in justifying either solution.. so here is the issue...

At headquarters in Chicago - i have 800 users and one Active Directory server
At Nebraska, i have 120 users
these locations are connected with site to site  T1

Should i have one active directory server at each location or should all 920 users be on one active directory server. The AD server will also serve as DHCP and DNS server.

If i have one AD server on each location, can the two AD databases communicate(synchronize) with each other --- i am asking cuz i have exchange server at chicago.. and Nebraska users will need access to email... So, if they are on a different active directory server, can the exhange server do proper authentication from TWO active directory servers

Any help with be appreciated. .Thanks
