Problems With Reading Binary Code

Currently my .BIN file has some binary code. The codes for each are like this.

3 0 0 0 67 18 251 178 70 ... You don't need the whole code.
<ETX> <NUL> <NUL> <NUL> C <DC2> û ² F

When I read the code using stream reader the data gets picked out of the file but some of the characters are missing.

Mainly these two are missing: û/251 ²/178

Can anyone tell my how I can store these into a string without vb .net parsing it?
