Oracle ODBC driver system error 126

I have a W2K server latest SP and update, on which an Oracle 9.2.0.1 server/client is installed
The Oracle server runs several databases since months, with local server application installed (these using jdbc) and running fine.
Now I need to install (for test) another application on this machine that will access the local Oracle database via ODBC.
So I started the ODBC manager to define a DSN.
When clicking on the test button, I get "Specified driver could not be loaded due to system error 126"
No idea of how to fix this and/or test that the installation was correct and coherent...
