Browsing is NOT active on domain.

We have a windows 2003 Active directory domain and have multiple sites with lots of Domain Controllers (Windows 2000 and Windows 2003 Servers and GCs). Everything looked fine but suddenly we cannot browse the network at one site (infact the main HQ site). Browsing is fine for the other sites.
"Net view" is giving error "System error 6118 has occurred.".

Also when we try to go through "my Network Places" it gives "The list of servers for this workgroup is not currently available".

I have tried the below on our primary WINS Server with the given result.

C:\Documents and Settings\Administrator.JEVS>browstat status
Status for domain JEVS on transport \Device\NetBT_Tcpip_{1A612CE0-E40C-46F9-9FAB-2B6DD6E5EB84}
    Browsing is active on domain.
    Master browser name is: JEVSBDC
Master browser is running build 2195
1 backup servers retrieved from master JEVSBDC
        \\HQMAIL1
Unable to retrieve server list from JEVSBDC: 71

Status for domain JEVS on transport \Device\NetBT_Tcpip_{C4F17116-69FD-4313-9BED-0804B77F280B}
Browsing is NOT active on domain.
Master name cannot be determined from GetAdapterStatus.

I have no clue what must be done at this point. Please help.

One more clue-- The DHCP Server on that subnet does not have a single free IP to issue. Does this effect domain browsing??
Although this is a simplier fix -- you may want to check your firewalls on the server & router:

System error 6118 has occurred.
The list of servers for this workgroup is not currently available

SYMPTOMS: 1) After enabling ICS/ICF, you can't see any computes on My Network places. If you try, you may get "workgroup is not accessible". 2) If you use the net view command, you may receive "System error 6118 has occurred. The list of servers for this workgroup is not currently available." message.

Resolutions:
1) This behavior can occur if you enable the ICF that will closes the ports for file sharing by default. To open these ports, right-click the network connection that is firewall protected> Properties>Advanced>Settings>Service Tab>Add, Enter 127.0.0.1) for the required Internet Protocol (IP) number. Enter UDP ports from 135 through 139, and TCP ports from 135 through 139 one by one (the external and internal port numbers should be identical).

2) This may occur if the workgroup name and the domain name are the different.

3) No master browser. Starting Computer Browser Service on one of w2k/xp computers should fix the problem

Read this whole thread for several clues:

Another thought I have is that you may want to prevent workstations on this segment from becoming browse masters, like this:

http://www.jsifaq.com/SUBA/tip0100/rh0148.htm

Machines may be causing browse master elections on this segment, interfering with the other local machines ability to browse the network.
The reason the remote sites arent having this issue may be that the broadcast traffic of the browser election is not crossing the routers. That would explain why the issue is only in this main site.
The previous post was authored by "www.chicagotech.net/systemerrors.htm"--

Internet firewalls can prevent browsing and file sharing:
To resolve this behavior, use a firewall only for network connections that you use to connect directly to the Internet.

Let me be more specific here. The master browser is a windows 2000 SP4 server and does not have Firewall on it. So none of the ports are restricted.

Let me also ask a dumb question. By default the Computer Browser service is running on all windows 2000/XP systems. Is that good or Bad?

I think we might have to look beyond the Firewall perhaps.

And I think its fine that the computer browser service is running on the workstations, they need it for this to work.

I just found that the PDC Emulator Server (which is in the problem subnet) gives Conflict error when I do nbtstat -n

C:\Documents and Settings\Administrator.JEVS>nbtstat -n
Broadcom NetXtreme Gigabit Ethernet Adapter - onboard 2:
Node IpAddress: [192.168.1.41] Scope Id: []

                NetBIOS Local Name Table

       Name               Type         Status
    ---------------------------------------------
    HQMAIL1        <03>  UNIQUE      Conflict
    INet~Services  <1C>  GROUP       Registered
    IS~HQMAIL1.....<00>  UNIQUE      Registered
Broadcom NetXtreme Gigabit Ethernet Adapter - onboard 1:
Node IpAddress: [192.168.1.40] Scope Id: []

                NetBIOS Local Name Table

       Name               Type         Status
    ---------------------------------------------
    HQMAIL1        <00>  UNIQUE      Conflict
    HQMAIL1        <20>  UNIQUE      Conflict
    JEVS           <00>  GROUP       Registered
    JEVS           <1C>  GROUP       Registered
    JEVS           <1B>  UNIQUE      Registered
    INet~Services  <1C>  GROUP       Registered
    IS~HQMAIL1.....<00>  UNIQUE      Registered
    JEVS           <1E>  GROUP       Registered
This server has 2 NIC cards on it with Load balancing.

In the subnet I am able to do nbtstat -a to any servers without any problems but when I run this comand on the PDC Emulator, it gives a host not found error.

C:\Documents and Settings\Administrator.JEVS>nbtstat -a hqmail1
Broadcom NetXtreme Gigabit Ethernet Adapter - onboard 2:
Node IpAddress: [192.168.1.41] Scope Id: []

    Host not found.

Broadcom NetXtreme Gigabit Ethernet Adapter - onboard 1:
Node IpAddress: [192.168.1.40] Scope Id: []

    Host not found.

I am not sure but maybe this is causing all this problem. How do I troubleshoot this Conflict problem?
Is your router particpating as a browser backup? If so, you may want to try to disable.

One other thing to check is in Local Security Policy [secpol.msc] in security settings/local policies/security options for the option of "additional restrictions for anonymous connections". If the effective setting is no access without explicit anonymous permissions that is known to generate errors for the browser service which other users say can be safely ignored if you want to leave that policy in place. ---

The problem has been fixed.

I disabled the extra NIC on the PDC emulator and restarted the server and then enabled the card. Now I have no more conflicts on nbtstat -n and now I can browse my domain both using net view and My network Places. Browstat commands shows good results now.

All because of one bad NIC card. I just cannot believe this. Thanks for all the help
