REjected emails due to dynamic IP

When i send and email to a few domains i get a rejection as per below
            You do not have permission to send to this recipient.  For assistance, contact your system administrator.
            <ntbm.NTBM.local #5.7.1 smtp;554 5.7.1 Rejected is a dynamic IP>
when i do a search on i get a different IP address for
if i ping it from my local machine i get correct resolution to

i have full administrative privalages on the server so i do not believe it is permission based.
Any help appreceiated.

The message you are getting means what it says, and there is only one resolution.

A lot of ISPs don't believe that anyone on DSL or cable should be running their own email server and trying to deliver email directly. Your email should be delivered via your ISPs SMTP server.

Therefore you will have to route email for domains that reject your email for this reason via your ISP using an SMTP Connector.
