New scanner won't work - sees old scanner?

I have a machine running Windows 2000 Pro. I removed an HP scanner before installing a new Epson scanner.  The Epson will not scan because the software sees another scanner still active.  I have removed all possible traces of the old scanner in software but the C:\WINNT\twain_32 and some sub-directories get re-installed at boot-up and I think that is causing the trouble.  If I boot WindowsXP from another drive the Epson scanner works ok.  This drive has never had another scanner installed.
What can be re-installing this directory or stopping the Epson software from working?

Delete the following files: -

hpscanmgr.dll
hpsj32.dll
hpscanmgr.hlp
hpscntst.dll
winaspi32.dll

No luck.  The files mentioned were already gone.
Something is bringing twain files back from the dead.

Finally found the answer to this one.

Scanner and software for the Epson 2580/2480 installed correctly.
Scanner shows in the device list with no exceptions but will not work.
The error message implies that the scanner cannot operate because another device is preventing access.
Actually, the problem is that the 'Still Image Service' was not running.

Administrative Tools > Services > Still Image Service  set to Auto and Start.

After several emails back and forth with Epson I got nowhere.  When I finally found the solution here:

I sent an email to Epson support with the fix.  They ignored the email and replied with the next standard reply for troubleshooting.
