Elite Toolbar Virus !!!!!

I don't know how it happened, but i believe i have the elite toolbar virus. It happened last night, and since then my computer has been rendered useless. These are my sympoms:
-there is a newtoolbar on my homepage and on any web page.
-many many pop-ups including weird ones that are not a standard format. Usually when i get a pop-up it just looks like a regular window. I then click on the "x" to close the window and it disappears. With some of the pop-ups i've been getting recently, the "x" is smaller and then instead of disappearing when i click on it, the pop-up appears to shirnk and jump to the side or down off of the screen.  so weird.
-every time i have run Lavasoft Adaware it detects 35 or so things, files and registries and it happenes everytime i use the internet.
 
i've tried everything i know how to do, i even tried downloading that Panda Titan spyware program but it won't run with my Norton ANtivirus- which for some reason I can't seem to uninstall. that's another issue all together i think.
