Outlook 2003 public folder

Outlook 2003 public folder, how to set a rule to send notification to the user/group of users once a new e-mail arrive in certain public folder. Is there a way to save the folder list expanded?

You could set a rule on the public folder account to forward a copy of the email to a distribution list whenever an email arrived, I suppose.

The whole idea is not to send those e-mail in the user inbox.

There are various third party pieces of software that would appear to do what you want.  For example Notify from Icewarp:
