Tabindex Not Working

I am trying to use tabindex to set the tab order within a form on my site.  It isn't working though.  Here is the page:

I have an function that sets the focus to the first form element (subject) when the page loads.  When I hit the Tab key though it still goes to the HTML Help link.  I don't understand.  I figured this would be very simple.

A tabindex of 0 means "in the normal stream" not "first". Start counting from 1.

(That's just a guess though, I haven't used it enough myself to be sure).
