Having trouble reducing an image's size

I have a image which I'm trying to reduce in size so I can place it on a form, except I don't know how to get it smaller, so that it will fit.  mspaint is too lame for the task, apparently.  How do I open the resource editor?  I know there's one in Vidual Studio.

I have the image as a bmp file, a png file and a jpg file.  I'd appreciate the help.

Hi There,

Well you can use IrfanView to resize images. its free and kewl for basic tasks. www.irfanview.com

and to start resource editor, select an item in solution explorer, and right click on it, and select
open with... it'll open a dialog, and at the end of that dialog, click Resource Editor.
