outlvba.dll file is disabled in outlook

When I try to open outlook I keep getting the following error message : "outlook experienced a serious error last time the add in microsoft VBA for outlook add in was opened. Would you like to disbale this add-in .." I cannot select "no" and so the outlvba.dll file is disabled in outlook

open regedit.exe

Navigate to the following key:

Export this key (just in case something stops working after you do this) and delete it.
Close outlook and open again. Then go to com add-ins and check for errors.
run detect/repair afterwards to make corrections in the installation.

You receive an "Outlook failed to start correctly last time" error message when you start Outlook 2003 or Outlook 2002
