Apply read-only permission on a folder but allow users to 'save as' in the folder

We have a precedent folder to which users are assigned read-only access, obviously to avoid them overwriting a document.  Once they have opened the document as read-only, we need them to be able to 'save as' in that folder.  I find the file permissions to be a minefield and would be grateful for an experienced answer!

NTFS, presumably what you're using, doesn't look at "Save" versus "Save As".  Users have Write access or they don't.

One workaround I can think of, is have them save as into a different 'all-access' folder and set up a script to monitor that folder and move the files to the destination under alternate credentials...
