Looking for an easy to use template

I am not a website designer so this request for help may be way off base.  I have a desire to create an interactive community newsletter/website which will be managed by me and will provide the following services to about 750 residents.  I will want  the site to be accessed only by the 750 members (I can provide their email addresses to the system) or have some other password mechanism by which only our residents will have access.  
 The primary functions of the site are the following:
 1.      to allow each resident to post an item that they wish to sell, purchase or swap (example, a golf club, car, lawnmower etc.)  The site will not have to be involved with any exchange of monies. The intent  is simply to make other residents aware that the item is available or is needed by a resident of the community with appropriate contact information.   A resident should be able to easily enter a description of the item.  An  image is something I can handle for them but I  will need a way to enter an image and associate it with the description.

2.       a general information area that allows residents to post restaurant reviews, need for transportation to the airport, baby sitters, lawn  services or lawn service reviews etc.  I suppose I could categorize  these so that it would be more manageable and more easily navigated.

3.      a feedback mechanism with subjects that will vary depending on the current issue.  Example: should we regrass the golf course????

4.      a computer tips area
Do you know of a website template that comes anywhere near this request?  I can't imagine that this is unique.  There are probably many closed communities that offer this type of service.  Please let me know if you are aware of any easy to use tools that might help me build this site..  Thanks.

To properly create the kind of website you have outlined here, you would need a good grasp of not only html, but also server side scripting and some sort of database.  In other words, your initial words - " I am not a website designer" - are a bit disconcerting.  So, regardless of below, my first advice would be to seek professional (web design) help.

What you're looking for is more of a CMS (content management system) than a template.  Fortunately, there are a number of very good ones available that are relatively user-friendly and many of them are open-source, ie. free.  Don't get the impression, though, that user-friendly means easy to use for someone with no web dev experience as they need to be installed and configured before you can do anything with them.
