AD and DNS Zone

I am getting this error when I try to create a new DNS zone in the AD. It may seem that I do not have the sufficient permissions, but that is not the case.

Does anyone have any Ideas?

The zone cannot be replicated to all DNS servers in the (null) Active Directory domain because the required application directory partition does not exist. Only Enterprise Administrators have the appropriate permissions to create an application directory partition.

To store this zone in a domain container until the partition is created, close this message, and then click Replicate to All Domain Controllers in the Active Directory Domain option.

Make sure that your administrator account is in the Enterprise Admin group.
Are you in a mixed environment, 2003 and 2000 servers?

Sorry, I am using two servers both with Windows 2003 Server, and Exchange 2003.

What are the event ID #'s you are getting in the event logs relating to this error?

The DNS server was unable to open Active Directory.  This DNS server is configured to obtain and use information from the directory for this zone and is unable to load the zone without it.  Check that the Active Directory is functioning properly and reload the zone. The event data is the error code.
