Pay Pal Charge back, Seller Protection Policy

I sold a laptop on ebay to a buyer.  The buyer asked me if I can send priority overnight and I said Yes but shipping will be 45 dollar instead of 25.
The buyer paid me in full amount of his winning bid and then send second payment for differences on shipping which is 20 dollar.

After I sent the item and they received it, paypal call and said it was stolen credit card and they hold the fund.  After investigation they said I'm qualify for seller protection so they release the fund.

A month later, buyer file charge back to the credit card company, paypal hold the fund again and now they said that the appropriate action is to return the money to sender.

I appeal and they said I didn't qualify for seller protection because I receive payment more than one time.

What should I do, I lost the money and the laptop.  I HATE IT.  I'm at lost almost 2k.

After the buyer pay me I had transfer to my account but when all this thing happen they reverse back the amount which left my account with negative balance.  I can't do any transaction now.  Paypal wants me to add more funds to restore it to positive balance.
I don't want to add any funds since I'm at lost that way since I don't have the laptop with me anymore and what Paypal did is very wrong.
I read from the web that they said Paypal have the rights to debit my account to restore the balance.  That sucks.

I don't know what kind of lawyer I need to talk to, whether is worth the time or will it cost me more money.

I hope there is a resolution where Paypal will honor my seller protection policy that way everything went ok otherwise i'm at a lose-lose situation.

Basically what Paypal said that why I'm not qualify is because I received 2 payments for one transaction which means I didn't follow the guideline.

I don't understand why they finding excuse on that although it is in the guideline but the 2nd payment only 20 bux to cover the additional charge for priority overnight.

From what I know in the past that as long as I send the payment to Paypal verified address then seller is qualify for seller protection policy but I don't know when they change it since the last updated date is so recent.

i heard they can't debit my bank account is that true?  if they can then it sucks if not and if they just lock down my account then it's a bit fair.

Not really sure what is really gonna happen.  They still reviewing my case.  Any suggestion?  I don't want them to debit any of my funds from my credit card nor bank account which will create me a big loss.
