advice needed on changing windows 2000 server roles

greetings

i've been tasked with looking over a network which our company has inherited from a purchased company, who's IT guy appears to have deserted them

the network is about 30 PCs (mix of windows 2000 and xp), all in a WORKGROUP! there is a single windows 2000 server (very good spec) acting as the terminal server. the client PCs connect through Remote Administrator Server to this machine and run all of their applications on the server. this means there are about 30 local users on the server.

the server seems to have no other roles. all the networked PCs have their TCP/IP settings manually entered..

i have no problems with setting up DHCP,DNS,WINS on the server, but i need to turn it into a PRIMARY DOMAIN CONTROLLER. we will need to add a backup domain controller at a later date, but for now this will be the only server on the network

can anyone advise on what happens to the local users on a server when it is turned into a primary domain controller? are they transferred into the Active Directory or deleted?

also, is anyone aware of any issues in promoting a server acting as a terminal server to a PDC role?
