troubleshooting Question

Exchange Server does not see BDC that is also a Global Catalog server

I have an issue with our domain controllers.   I have two setup in our network and an Exchange 2003 server.  As long as the PDC is up, there are no issues with communication with the exchange server.  However, if I shutdown the PDC, then we have issues.  For some reason the Exchange server can not find the BDC as the backup Global Catalog server.  I believe I have everything setup correctly.  The event logs on the Exchange server say it can not contact the global catalog server (PDC server).  Everything works fine once the PDC comes back up.

Any tips for troubleshooting this issue.  My thinking is that it may be a DNS issue.
