ON ERROR stmt to trap all errors

Where would one put an "ON ERROR" stmt to trap an error that may occur anywhere in the code of a form?
I realize that if there is an "on error" stmt in a procedure, an error in that procedure or called procedures will be trapped.
I don't want to put an "on error" stmt in every procedure.
