troubleshooting Question

This message is larger than the current system limit or the recipient's mailbox is full. Create a shorter message body or remove attachments and try sending it again.

I am getting this message when trying to send recieve messages on a 2003 domain running Exchange 2003. I have changed the default message delivery settings under global settings is set to unlimited (the default was 10MB). I have also changed the SMTP limits to 99MB as well as a test users mailbox to 99MB and it still returns the same message.

Am I missing something? How long does this policy take to go into effect?
