Random Port assignment

I currently started using Windows 2003 and am having a problem where one of my applications randomly picked a port that i have defined for another application. I hardcoded port 1500 into an application i wrote some time ago ( code gone now ) but some new applications i wrote since ( which randomly pick free ports ) grab the port ( 1500 ) and prevent my old program from working correctly.

My question is , is there any way to prevent this port from been randomly picked. ie: is there any windows or registry settings to say that this port is not available randomly.
