Windows 2000 A.S. Hanging installing programs and services are also being hung when they try to start/stop

Having problems with a Windows 2000 Advanced Server SP-4 with programs not able to install, services are getting hung up when they try to stop or start (unless a re-boot happens, then everything starts fine).

I have ran Symantec Anti-Virus against this server and found nothing, I ran the latest virus removal tools from Symantec without finding anything. I have ran Spybot and only found a couple of cookie type files, nothing that was serious. I am trying to install Microsoft Anti-Spyware and the installer gets hung up at “Windows Installer…. Preparing to install….”

There is nothing running in the system run folder in the registry, I have looked at the running processes and everything there looks legitimate. But I know there is something wrong, it is acting like a virus/worm but I can’t find it. Any help would be appreciated.
