Problem with WIndows Update on Win2k Server

I have a Win2k server that is having a problem with Automatic Updates.

The "new updates are ready to install" (globe icon) indicator is in the lower right hand corner near the clock.

When I click on it the globe icon to install the updates it disappears.

When I try to run windows update from updates.microsoft.com (I select custom instead of express as I would like to see what I am installing first) I get the following error message from the windows updates:

[Error number: 0x800A0046]
  Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable userdata persistence for Internet Explorer. Complete the steps below, and then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

I have checked the settings as suggested above and they are correct (userdata persistence is enabled).
