The above and following is a procedure to follow under Acad 2004 btw.
For the text in hatch:
Create your outter boundary for your hatch as usual. Position the text you want in this hatched-to-be area.
At the Boundary Hatch and Fill window, go to Advanced tab. Under Island Detection style, check the -> 'Normal' box. <-
'Pick Point/select object' to select the boundary, Style/Spacing/Angle as you desire, as usual. The hatch should then fill your boundary and leave a blank around your text. You can also add or remove more items to be left blanked by the hatch by using the 'remove Island' and 'select object' buttons.

Ack! Hehe, why i didn't saw Acad 2000 in the question? :o/
Im confident the hatch informations should be similar to what was done with a 2000 version. For the Plotting problem, you can look for the given pulldowns/windows, maybe just in another location (but still in the Plot command though).
Sorry for the misreading, its Friday :o)

Type DDUNITS, but be careful, depending on how the dwg is built, it will not necessarily translate into 1" = 25.4 mm but more like 1" = 1 of the new unit chosen. You may have to do some scaling.
How's the printing/hatching going?

In the Plot Style Table Editor, go under the Form View tab. Once there you'll see a bunch of pulldowns right side of the window. One is called 'Linetype'. Select the plot style from 1 to 255 and assign them 'use object linetype'.
