Outgoing exchange queues stuck in active state

I've been having a problem with out Exchange server the last few days and outgoing queues being stuck in an active state.  We're running Windows 2003 SP1 and Exchange 2003 SP1.  The problem started a few days ago when outbound emails would go into a queue and become stuck there.  The queue will stay active with the message in it.  Sometimes the message will go out but the queue will remain active and if a new message goes into the queue it will get stuck.  I've tried stopping and restarting the SMTP service but it will hang while stopping and I'm forced to reboot the server.  When the server reboots some of the queues will clear out and disappear while others will either have messages still in them or they will clear out but still remain active.  On Monday the information store reached the 16 GB limit.  I went through the procedure for cleaning up the store and was able to compact it down to 11 GBs.  After this things seemed to get better but today the problem has started again.  There are no errors in the event log pertaining to Exchange.  We are also running GFI Mail Essentials 11 and Mail Security 9.  I have tried disabling both programs but the problem remains.  I'm kind of stuck at this point.  It was suggested to me that I run adprep /forestprep and /domainprep again, as well as running the exchange setup with /forestprep and /domainprep again.  I wanted to consult here before I did this though.  Any help is greatly appreciated.  Thanks.
