Garbage collector suspends all threads - what threads?

How many GC threads are there in a workstation and on a server?
One per process? One per OS instance? One per CPU?

When they (GC) stop all threads, what does all mean? All threads within an application? All threads within the OS (DOT.NET and non-DOT.NET?) all threads within all DOT.NET processes across all processors, one processor, one process?

The statement 'the GC stops all threads' leaves much knowledge to be desired...
