External USB Hard Drive

Hello guys,
I purchased a new SeaGate 250GB ATA hard drive and a 3.5" USB external enclosure to put it in and use it as a removable external hard drive.  the problem I'm having is when I connect the USB to my machine, windows (windows 2003 server) will recognize the usb as "USB Mass storage", but I couldn't get the hard drive to show in windows explorer. I accessed disk management and it's not there either.  I took the HD out of the usb enclosure and hooked it up inside my machine (as a slave drive) and formatted/partitioned it. and put it back into the enclosure with no luck.  Is there some bios setting or something that I need to switch on to get my machine to recognize this HD inside the external USB enclosure. thanks for any help.
