Modifying content of HTML tag BEFORE page is launched

I want to display a page using an <a href....> </a> tag.  However I would like to display the page slightly differently.

If someone clicks on one link I would want the following tag in the HTML page that is started
<body onload="javascript:document.location=''">
BUT clicking on another link then another simple body tag is used

In words - one link displays the page, the other link displays the same page AND starts a download.

So can I provide some sort of start parameter in the link that will allow such a switching of body tag? and what would I require in the page being displayed to respond to such a start parameter?
