How to show Outlook 2003 contacts by default for new email addresses.

Is it possible to get the Outlook contacts address book to display first when I click "To" on a new email?

The resulting "Show Names" window has a pull down menu entiutled "Show names from the:"  At present I have to pull down on the menu because the one on the top that is always displayed is "Personal Address Book" (there are no contacts in there), then "Outlook Address Book", then as a sub-set of that is my "Contacts".  I'd like "Contacts" to show at the the top by default.
