Outlook Not Recieving Email

I have moved a POP3 account from Outlook express to Outlook 2003.  

I am positive that the account is set up in Outlook correctly.  The system runs trough the account check with no errors.  Send and recieve runs through correctly with no errors.

I have sent several test emails that dont arrive in Outlook, yet when I set the same account in Outlook Express again all the email comes through fine.

I have tried all the different views in outlook to make sure that the mail is not just hidden but there is NOT coming through.

I have tried reinstalling outlook with no success.
