troubleshooting Question

Cannot find the file '(null)'

We had a guy here installing mySQL on our server. When he was finished he had to reboot and now none of the desktop icons or anything will appear. You can boot into safe mode and everything works fine there (I also uninstalled mySQL while in safe mode) but when you boot normally all you get is a taskbar. You can get the menu by pressing start but if you actually click to open anything (for example, the control panel) it gives me this error:
Cannot find the file '(null)' (or one of its components). Make sure the path and filename are correct and that all required libraries are available.
Then once you click OK from there it gives you this error:
Access to the specified device, path, or file is denied and all you can do is click OK.
I'm not real sure where to go from here. We run full backups every night so if this is something I can restore such as any registry keys that may have become corrupt please let me know. Thanks.
