Creating GPO's and restricting certain groups

I've created a general GPO to implement software restrictions.  Works great !  But the GPO also applies to users as they log onto a remote Terminal Server.  How can I apply this GPO to a group, but not have it apply to the users that log into the T/S.  I have a group call Termsvrgrp, but if I deny that group read access the GPO doesn't apply to them when they log onto their local system.  Catch 22.  I know.  But there has to be a way.  Fancy footwork somewhere.
