A Drive kicks in after use

A drive / 3.5 floppy.  Window XP, SP2 Packet installed.

Once I am done using my A: drive, and I removed floppy from the system.  Once I am done for the day and start shutting down  the computer, A: drive restarts and continues to run and at this point the system locks "Windows is shutting down", and continues to run.  At this point my only successful method to shutting down the computer is disconnecting it from its power source, which isnt good at all.  question:  its it possible to recover the drive without replacing it.

check out this tool and use these switches:
-f
    Forces all running applications to exit during the shutdown instead of giving them a chance to gracefully save their data
-k
    Poweroff the computer (reboot if poweroff is not supported)
use:
ms dos console:
pth to the installed psshutdown.exe and

psshutdown -f -k

if that works for you then make a batch script,which you can start with a shortcut
check for an antivirus software scanning the floppy on shutdown.
may think the disk is still in the drive.
mcafee and norton are good at that
