troubleshooting Question

Bios update failure on a HP LH3 NetServer

I have upgraded the processor from a 400 to a 550mhz and during startup the it pauses with message "0B00-0A: Missing Microcode update data block for PentiumII CPU" I press F1 to continue the boot. On screen it indicates a PII 500mhz processor installed however it is a PIII 550. I assume this error is because the BIOS are not up-to-date with lastest processor data.
It is running BIOS version 4.06.22 so decided to update to version 4.06.43PL dated 8/20/2001 which I have running on another LH3 machine.

The BIOS fail to load and during the final initialization with following error:

Performing Function Phoenix Phlash error...
File close failed on BIOS.ROM
Would this be an indication the the ROM is bad? Is there a work around or what do I do at this point?
