How can I restrict a computer from file sharing and remote desktop but allow it to make make connection to other computers who do allow file sharing and remote desktop
You need to leave TCP/IP installed also (if you want to connect to the Internet).

To connect to a file share you need just to have the "client for MS networks".
A software firewall can also block file & printer sharing.
Do not enable remote desktop or disable it if you need to. It does not be running to connect as a RDP client.
Hope this helps.
