Win2k Server cannot install software, change services, slow starting, cannot start in safe mode

This is an unusual problem (I may need to reinstall Win2k SBS). I just took on a new customer with an existing Win2k Small Business Server SP4. They cannot install software, install a USB drive, uninstall software or go in to safe mode. All the system does is stop responding. It does go in to regular mode (eventually) and they can access their files and SQL Server. When it was originally setup the Technician installed ALL (and I mean everything) of SBS when they only needed SQL server (they don't even need a domain controller). In any case they have asked me to fix their problems. I can look at the services and see that there are 2 APC services that are STUCK in the "starting" mode. If I try to change the status of these services (or any other service) the system just stops responding. I tried safe mode and it hung on bootup (win2k startup screen) for over 45 minutes without drive activity.

My question is; is there anything I might be able to do to shut down the services that are stuck in the "starting" mode? Or is there something I can do to get it in safe mode so I can start to do some diagnosis on the system?

I am almost resigned to telling my customer we must reprogram the system (although I prefer not to). I figure this is a good place to start. I'll be out of town till Monday morning, so I'll be checking back then.
