Change a file date/[time] stamp?

I'm looking for a free and simple command line utility for DOS that will allow me to change the last modified date of a file.  I used to have a program back in the day that could do this, but I've since lost it.

I need it for testing an app I wrote that works with files older than a certain date.

Hmmm, the first doesn't appear to have the ability to specifically set a date in the past, only update the file's modified date to the current.  The latter doesn't work for me.  When I try to run it in Win2000 DOS prompt, I get the error "touch.exe is not a valid Win32 application."

Thanks, I've had a look at this.

I suuppose I also should have mentioned that it needs to be fully compliant with x64 OS as well and I'm not exaclty sure whether a native x64 updater is needed or whether a 32bit one will work?

I also need to be careful as I believe there have been some file/folder changes in Win 7 which these older utils might not be expecting?
