unable to start xp firewall

I get the following error message when I try to start windows firewall
Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing (ICS) service?
I've tried using the netsh command as described in http://support.microsoft.com/kb/892350
but still no luck
after applying netsh command it says it has been reset but prior to that message i get another message saying warning: could not obtain host information from machine: xxxxxx. Some commands may not be available.
The dependency service or group may not be available.
ideas?
