adobe premiere pro - using pictures and video...must match frame size

I'm having trouble, due to my limited knowledge of adobe premiere pro on how to get pictures that I'm splicing into frames throughout a movie, to have the same "size" as the video.  The video I'm using is 720x480, but the pictures are much higher quality.  I am also using keyfames to scale and scan across the pics.  When I export the video to avi, the borders don't always line up perfectly with the video and it's distracting.  Any suggestions or tips?  Thanks
