Windows Update won't allow me... says I am not an administrator

I have performed Windows Update many times on this copmputer but now get this error message.  I am the Administrator and logged in as such.    I have checked User Accounts in Control Panel and it's fine.  I have made no changes to network policy settings that I know of.

Please advise what else I can check.  Thanks!

  To install updates from this website, you must be logged on as an administrator or a member of the Administrators group on your computer. If you use Windows XP, you can see if you are an administrator by going to User Accounts in Control Panel.

Note: If your computer is connected to a network, network policy settings might also prevent you using this website. Contact your system administrator for help with updates.

Does your domain account (not local account) allow you install fotware (or updates) or act as part of the operating system?  I don't allow my users to install anything wither but I control this at the domian level.
