What is the difference between CLDC and MIDP?

Please help me,
I'm a beginer in J2ME,
i have a question about the difference between CLDC and MIDP when i study document of Sun.
please explain it for me.
The question is:
The document say that CLDC is the lowest layer and JVM is the part of it ,
it give base api which are supported by all device. And MIDP is built over CLDC,
so am i right if i say that every thing we do by MIDP, we can do it by CLDC because
java virtual machine is in CLDC and an application will be interpreted by this java virtual machine to run ?
