Upgrade windows 2000 DC to 2003 DC

The client ran adprep /forestprep and /domainprep before upgrading DC to 2003. He also transfered all roles and GC to the 2003. DNS works fine. But when he shutdowns the windows 2000, no one can logon and receive "domain is not available" message.
 
I am thinking that we may fix this problem by reapplying ADPREP /Forestprep and ADPREP /Domainprep commands. How do you think? If yes, should we run them on 2000 or 2003?
