Yes those steps were tried. i thought that this problem was restricted to mailboxes migrated from 5.5 so i created a new mailbox on 2003, but the problem remains.

I have recently moved from xch 5.5 to 2003. i notice that mails that are fwd thru rules to external ids are not routed out. They appear in the sent item folder but not delivered. They do not show up in the que either. I am now manually forwarding those mails that need to be rerouted.
