HTML page has broken (garbage) links for all Unicode, can I change it?

I have a batch script that makes an HTML page for me, with links (connected to pictures) to m3u files on my computer.  The problem is with the Russian Language directories.  I get garbage in the HTML file’s <a href> lines, so none of the Russian album’s links work… Can you explain why this is happening, and if there is a way to fix it (I use Macromedia Dreamweaver for HTML editing.

The batch file is placed in my F:\My Music partition, and run.
Then I run the batch that's supposed to fix the Unicode issue.
Then I should have the html file, with picutures of my album art, linked to the .m3u file of the directory where the album art was found, I have all of this, the Latin Script links work fine and the pictures are fine, but the Cyrillic script (russian language) links don't work and the pictures are broken links.

I uploaded the two batch files and the two html files created if that helps.  I use Dreamweaver for html editing.
