troubleshooting Question

Cannot access Program Files despite sharing entire C:\ folder

I have a laptop and a desktop PC connected via a network cable.  Both systems use Windows XP Professional.
I have created a Workgroup on both machines - workgroup name: "DEVELOPMENT"
Each system can access the other system's folders, so I know the connection is working (to some degree!).
However, I cannot access the laptop's "Program Files" folder from the desktop PC - which is a pain cos I am trying to point to a file within Program Files across the link.
I was under the impression that once I share a folder (in this case, I opted to share the laptop's entire C: folder) all subfolders are also shared...??  Seemingly not in the case of the Program Files folder.  Is this something peculiar to the Program Files folder?

Any suggestions on how to get this working?
