Triggering an Email using Exchange Server 2003

We are currently running Exchange Server 2003 on Windows Server 2003 (end users running Outlook 2000).  I have been asked to find a way to setup a trigger system that will notify User A when an email has been sent to User B.  I considered using Outlook rules but Outlook must be open for these rules to work.  User B will not have Outlook open.  Can something like this be done?

Any reason why you aren't just forwarding the email to the second user? That is how I would do it - simple, effective and doesn't cause problems with rules.

I wish it were that simple.  This is a requirement for our companys president.  He requested a mailbox setup that his secretary won't read since she reads and prints his standard email.   He doesn't want to log in on a regular basis to this other mailbox if no emails have been sent.  I asked if he would consider just having the email to this confidential address moved to a specific folder under his standard account using Outlook rules but I guess he doesn't trust his secretary not to read them.
