Restrict the ability of changing/resetting passwords

We have some technical assistants that configure workstations, and add them to the domain. Therefore the are required to have domain admins priviliges. I, however do not want them to be able to unlock, change, or reset user passwords. I have checked in the OU properties, but have not found a specific setting that deals with this.

Can anyone help?
