Error 14258: Cannot preform this operation while SQLServerAgent is starting. Try again later

I have a MS SQL Server 2000 installation running on a windows 2003 SP1 box. I am having trouble with the SQL Server Agent not starting properly. Both the SQL Server and SQLServerAgent start with a Domain account with local Admin rights. I have a number of DTS's scheduled daily, the SQLServerAgent frequently does not start properly. The agent shows a Green arrow in the Enterprise Manager, but when I view the DTS Jobs the Next Run Date shows "Date and Time are not available". If I select a job and select start, I receive an "Error 14258: Cannot preform this operation while SQLServerAgent is starting. Try again later." I have left this sit for hours and the Agent never starts.
 normally, I have to restart the SQL Service a number of times before the SQLServerAgent responds to commands.
 how can I determine what is causing this agent to hang?

give me some of the event logs before,during and after the process..if you think they are related.. also go to start--> run--> services.msc
check for SQL server agent service and see if you can start it from there.. and check to see whatr account its runing in and if auto start is enabled..

I searched Microsoft before submitting this and could not find this information. I made the change they request, for my system was configured to run with Windows NT Fibers. The jobs came on-line and availbe as soon as the services restarted.
